Macau’s gaming regulator director steps down

Paulo Martins Chan’s proposal to leave might have been related to a bribery incident

The head of Macaus gaming regulator DICJ (Macau Bureau of Gaming Supervision and Administration) is stepping down from his position. Paulo Chen resigned yesterday and will back to the Macau Procuratorate to work on December 1 this year.

The Macau Economic and Financial Secretary’s Office confirmed the news in response to an inquiry from Macau’s media yesterday. Paulo requested to return to his post as a prosecutor. World Gaming Information believe that Paulo’s proposal to leave DICJ was related to a bribery incident that happened in 2013. While assistant public prosecutor-general, Mr Chan handled a corruption case involving now Secretary Lei. One of the defendants, Lei Wai Nong , was during his tenure as Vice Chairman of the Management Committee of the Civil Affairs Administration in 2013. He was accused of malfeasance and was prosecuted in the incident. He was also suspended in a preventive manner and acquitted to returned to his original position by January 2016. Chen was known to be a prosecutor with a tough style. He repeatedly questioned the four defendants, including Lei Wai Nong. So it is interesting whether the two were ‘disagreeable’ and could not work together. According to the media’s quotation from the Secretary-General’s Office of Economics and Finance, the successor candidate of the DICJ will be announced in due course. According to foreign media reports,  Haohan He, the current adviser to the Director General of the Security Department, will take over as Director of DICJ. Adriano Marques Ho, an advisor to Secretary for Security Wong Sio Chak, will become the new head of the Gaming Inspection and Coordination Bureau (DICJ), replacing Paulo Martins Chan.
