An evaluation of the Remote Gambling Act (KOA) in the Netherlands has urged for immediate reforms to address rising concerns over online gambling addiction. The review, conducted by the WODC (Research and Documentation Centre), found that existing protective measures have been ineffective in safeguarding players from the risks of addiction.
The evaluation also criticises online gambling operators for their inadequate monitoring of gambling behaviour. It raises concerns related to whether providers should remain responsible for enforcing addiction prevention measures, suggesting that their current efforts may be insufficient. The report highlights that, although operators are required to work with addiction specialists, the level of cooperation is limited. This lack of collaboration raises concerns about the effectiveness of current strategies in tackling gambling-related harms. The results call for a reassessment of responsibilities and a more powerful strategy to assure that gambling operators play an active role in preventing addiction and promoting safer gambling practices.
Proposals for strengthening addiction prevention measures
In response to the findings, the WODC has proposed several key recommendations including:
- Improved access to player data: Player data should be made accessible for independent research to enhance addiction prevention efforts.
- Centralised Duty of Care: The responsibility for ensuring player protection should be centrally mandated, rather than being delegated to individual operators.
- Enhanced Monitoring Tools for the KSA: The Dutch Gambling Authority (KSA) should be equipped with upgraded tools and powers to more effectively monitor and enforce regulations within the licensed gambling sector.
The WODC has proposed more measures to deal with the illegal gambling sector in the Netherlands. Key suggestions include protecting vulnerable groups from harmful promotional activities and increasing the main objectives of the Remote Gambling Act.
The WODC also suggests broadening the scope of the Remote Gambling Act, which currently focuses solely on addiction prevention, to also include protection against gambling-related harm. This expansion would provide stronger protection for vulnerable groups from both addiction and the wider negative harms of excessive gambling. The evaluation advocates for a more comprehensive approach to player protection, aiming to enrich the effectiveness of existing gambling regulations in the Netherlands.
