KSA sanctions Alimaniere for unauthorised online gambling operations

The Dutch Gaming Authority (KSA) recently issued a penalty order against Alimaniere Sociedad de Responsabilidad for offering unlicensed online gambling services to Dutch players through their website, time2spin1.com. This move reflects the KSA’s firm commitment to enforcing licensing requirements and ensuring consumer protection within the Dutch gambling market.

Investigation overview

Time2Spin.com was first investigated by the KSA when it was found to be offering gambling services to Dutch residents without the proper authorisation. As a result, the site was blocked from operating within the Netherlands. Alimaniere launched time2spin1.com to continue its operations. However, this move did not go unnoticed by the KSA, which subsequently extended its enforcement actions to this new domain.

Alimaniere Sociedad de Responsabilidad, the operator behind the online gambling platforms time2spin.com and time2spin1.com, has faced scrutiny from the KSA in the past. The initial site, time2spin.com, was blocked due to a lack of licensing. This led Alimaniere to attempt a workaround by launching a new platform, time2spin1.com, hoping to circumvent the KSA’s restrictions.

Details of KSA’s penalty

The KSA has imposed a substantial penalty on Alimaniere, requiring the company to immediately cease all gambling operations targeting Dutch residents. If Alimaniere fails to comply, it faces fines of €140,000 per violation, up to a maximum of €420,000. The penalty order stipulates that Alimaniere must halt its unlicensed services immediately. Alimaniere faces severe financial consequences if it continues to violate KSA regulations. Each instance of non-compliance carries a significant fine, which could quickly accumulate, potentially leading to even stricter enforcement actions.

Earlier this month, the KSA acted against three other gambling providers for violating new sponsorship regulations. These cases involved promotional materials that indirectly targeted minors and young adults, highlighting the KSA’s dedication to protecting vulnerable groups.

New gambling sponsorship rules

The new sponsorship rules, implemented in July 2024, restrict gambling sponsorships to specific events and prohibit targeting minors or vulnerable groups. This is part of a broader effort to reduce gambling-related risks among susceptible demographics. With these restrictions in place, gambling operators must revise their advertising strategies to comply with the new regulations. Failure to do so may result in significant penalties.

As online gambling continues to evolve, the KSA may implement additional regulations to address emerging challenges, particularly with unlicensed and offshore platforms.
